Why are you limiting you're request to Ryzen-3? As far as power use / sale value go, various Ryzen-5's will be similar but with better performance.
I'm guessing that you're looking for an inexpensive (or free) AM4 Ryzen processor that is light on power use? Do you want integrated graphics?
